“If anything happens, it’s your responsibility.”

Those were the only instructions Lt. Col. David Couvillon received when he and the 3rd Battalion, 23rd Marines—an infantry unit of Marine reservists—were assigned to govern Iraq’s Wasit Province in the chaotic aftermath of the 2003 Coalition invasion.

Trained for combat, not governance, the Marines of 3/23 found themselves thrust into a role no one had prepared them for: restoring order, rebuilding a shattered infrastructure, and helping 1.5 million Iraqis rediscover self-rule. With little direction from above and only a 60-year-old Marine handbook as a guide, Couvillon became the province’s de facto military governor—responsible not only for the safety of his 900 Marines, but for the future of an entire region.

From US Marine to Provincial Military Governor in Iraq is the true story of a battalion that took on an impossible task and met it with courage, ingenuity, and compassion. From negotiating tribal ceasefires and restarting local economies to confronting insurgent attacks and internal missteps, this gripping narrative captures the complexity and contradictions of military occupation.

Told with unflinching honesty, it’s both a personal account of leadership in crisis and a broader reflection on the costs of war, the limits of military power, and the resilience of ordinary people—American and Iraqi alike—thrown into extraordinary circumstances.

This is not a story of conquest. It’s a story of responsibility, improvisation, and the search for hope amid chaos.

The Advocate

I was originally intrigued by this book because it was published by the respected British house Pen and Sword, and also because of the colonel’s colorful reputation.

This is a truly unique story. It gives the reader an inside, ground-level feel for the Iraqi people—their struggles, their resilience, and the human cost of conflict that too often gets lost in official narratives.

This is a powerful story told from the inside, and it well appreciated by all Marines especially whose were embedded during Operation Iraqi Freedom.
